			<description><![CDATA[<p>Todd: I&#x27;ve mentioned numerous times that the NY Legislature will not allow the NY Lottery to return more than 40% of wagers as prizes, or allow us to join a multi-state game. I only found out this morning (through the NY Daily News). Both stories seem vague as far as the second prize (I know of no US lotto game ever having a SECOND prize jackpot, though they exist on slot machines). The three lowest prize tiers won&#x27;t be worth winning. 			<description><![CDATA[<p>Patrick,At BigGameLottery.com, I&#x27;ve posted a link to an article that describes the changes to the NY Lotto. It looks like there will be at one interesting aspect: the $100,000 2nd-prize will rollover if no one wins it. Also, they&#x27;re getting rid of the free ticket and going for a $1 prize. (Still way too low IMHO.) Maybe one of the NY legislature did go out and buy a ticket...-Todd</p>]]></description>
