I find it interesting that you're complaining about that I believe NY Lotto's next format change should include making it an ALL-CASH game. Look at Powerball v Super-6 in your state. When someone plays Powerball (not just in PA but wherever it's played) they don't have to worry about the cash/annuity choice until AFTER they win.
