			<description><![CDATA[<p>Yes, foreigners do have to pay tax. If you are unable to provide a US social security number Uncle Sam will take 30% off the top of any winnings. If your country has a Tax Treaty with the US you might be able to get a tax credit from your country. I&#x27;m not sure about state taxes, but I know the Ohio Supreme Court ruled that Ohio could take out taxes no matter where you lived, because the State of Ohio was the source of the income.</p>]]></description>
