The minimum age for buying lottery tickets in all three neighboring states (Minnesota, Montana, and South Dakota) is 18; therefore, the minimum for ND should also be 18. *2. Powerball would be a good start, but obviously it won&#x27;t be enough. The second ND lottery game should be  Hot Lotto . (NOTE: If North Dakota is allowed to sell only multi-state tickets, scratch games could not be sold, except for the Powerball TV game show tickets.</p>]]></description>
