Federal law ALLOWS (not requires) lotteries to give players the choice. That also means NY's annuity scratches don't have a cash option. So, if the Brooklyn ticket reads 26 ANNUAL PAYMENTS ...they're SOL :O

Well at least they got that new ticket out with a top prize that isn't annuitized....and of course lump sum is the way to go. They still make you? Isn't like federal law that says we have 60 days

I mean good for that winner but come on....ever since New York joined this game thats all there has been. I mean I am sure it is because they probably sold about 40,000,000 tickets last night but still...let the other states have a chance:) Geeze if New York has a budget deficet for this fiscal year they will be able to offset it with taxes they collect off of the jackpot winners..hahaBrad
