			<description><![CDATA[<p>The lottery here in california is has the fix on it, there is nothing lucky about winning here.  It depends on when and where they want to give the money out.  If you look at the statistics every year about this time they let the dollar amount get high like this because of the up coming school year.  Since California lost most of its Government subsidization they run up the amount at this time to make up for it.</p>]]></description>
