			<description><![CDATA[<p>This was under a discussion about sending money through the mail for foreign lotteries which is strictly against the law, however the first paragraph seems to refer sending tickets or any other lottery materials across state lines through the postal service which I&#x27;ve always understood to be against the law.  Am however understanding that other carriers such as FedEx, UPS, DHL can be used to deliver in a winning ticket to a state lottery across state lines. 			<description><![CDATA[<p>It is illegal BEFORE the drawing, but it is legal AFTER the drawing.Before the drawing it is gambling instrument.  After the drawing it is a bearer document.  Big difference.Also, it does not have anything to do with if you&#x27;re selling it or not.  If you mail someone a lottery ticket before the drawing, it&#x27;s illegal no matter what.</p>]]></description>

			<description><![CDATA[<p>You can always looked up postal regulations on http://www.usps.com.I&#x27;ve looked them up in the past and found it was actually illegal to send any lottery materials through the mail. The only time it is legal is for communication between individuals and the authority which operates the lottery.My interpretation is it&#x27;s probably only legal to send tickets across state lines if you are sending them direct to the lottery.PrisonerSix</p>]]></description>

However, on yesterday, I logged onto a state lotto website and browsed the winners catagory and found that one of the major winners admitted that he sent his relative (who lived in a different state) a greeting card and inside that card was some lotto tickets.
