It's because our state games exist solely for the purpose of making money for the states. Then the federal government takes its chunk off the top of the winnings, and you have exactly what we call it sometimes: A voluntary tax. A tax for the stupid (all of us are guilty of that).Most other countries are more socialist than this one, and one of the results is a more favorable lottery.
