			<description><![CDATA[<p>Todd,Teaparty and Numbersman are correct.  I personally called the Mass Lottery and asked if I could play from Georgia and they stated definitely yes.  I asked if I needed a Mass mailing address and they said no.  I asked how can you do this when other Lotteries cannot or don&#x27;t.  The Lady told me they were special.  LOL  Then she explained that is just how legislation set up their lottery. I live in North Carolina, and used NC address. They just don&#x27;t sell Mega Million tickets to out of State subcribers. Also Federal Express brings my confirmation tickets, they charge $3.00 extra for this. I hope this clear this matter.</p>]]></description>

			<description><![CDATA[<p>The problem is not being out of State and buying a ticket in Massachusetts, I buy tickets in Indiana, Kentucky and West Virgina when ever I travel them.  The problem is I have to be in the State of purchases to collect any prize and it states that in Answer #4.
