			<description><![CDATA[<p>Lottomike I tried to explain this on another thread you posted to. Most games have a cap a certain amount that can be bet before the numbers would be cut of. Other games are fixed payout. And other games are par mutual. So if the guy was to spend 100 bucks on the same numbers and won he would be splitting a jackpot with himself.example of a pick 5 the cap is 600,000 12 tickets worth 50,000. If say 13 -14  or 15 persons won. 			<description><![CDATA[<p>If the day comes when someone does indeed discover that a lotto game or games is/are rigged, that would be the day that killed the Golden Goose for everyone. I don&#x27;t think that a state would chance losing their future lotto income by rigging the games. Besides that, a state makes 50% off the top of every ticket sold to start with.  They don&#x27;t need to rig the games to be in profit.</p>]]></description>

This cut of point will depend on what state you live in. That cut of point will be at a certain pay out level like here in Maryland its somthing like 3.6 million dollars. 			<description><![CDATA[<p>kinda like this.......imagine some guy all the sudden gets a feeling his numbers might hit and plucks down like a hundred bucks on pick 4,thats like very serious money that guy would win because they pay at least 5,000 on that game and imagine if someone bet a hundred times and won,but but the people monitoring the lottery see that number being bet on a lot at at their central computer and decide  no way that number is gonna hit today  they don&#x27;t want to be taken for that much money....</p>]]></description>

			<description><![CDATA[<p>I think once the required amount of signatures is made. then they have to lobby or get some statesman/woman to represent them in congress. it is a long drawn out process. However we will need a lot more signatures than we have on lotterypost. So people might want to get a printable version of the petition and post them in as many places as allowable. post them where you play the lottery. then fordward them to whomever&#x27;s address is designated for handeling this petition.</p>]]></description>
