			<description><![CDATA[<p>i think north dakota only started a lottery so they could sell powerball tickets. they are barely a lottery. if i were in charge of the MUSL, i would make sure that the lottery offers scratch-off tckets, as well as at least 3 in-state games, one of them being a jackpot game in order to get in. too many states are relying too much on multi-state games.think about it. EVERY mega-millions state offers another jackpot game that has potential to offer a multi-million dollar jackpot.</p>]]></description>
