I had another long response prepared but I lost my connection and lost the post. So just a few short comments for now.
@Floyd:
As usual your post makes perfect sense. I conceded your point about buying habits and no I don't have any information about lower prize levels. However, I submit to you that distribution patterns have much more to do with the location of scratch off prizes and winners than do sales patterns.

I have said repeadedly that I do not have any factual proof the Hoosier Lottery is rigged. There are 2 instances of rigged games I can point to.

Sales representatives say they were forced out because of age
Two sales representatives who resigned Friday from the New Mexico Lottery said they were forced out by being given more work so they could be replaced by younger employees with lower pay. Lawyer in $315 million lottery lawsuits ordered to pay fine
A lawyer representing three people who sued their co-workers seeking a share of their $315 million lottery win was ordered Tuesday to pay a nearly $382,000 fine.
Orange County Judge Michael Brenner ordered attorney Mark H. Williams to pay the seven lottery winners after determining he pursued the lawsuits knowing the allegations lacked merit.

Family sues lottery ticket finder
Winner picked ticket out of the trash, family rejected offer of one-third of jackpot
The heirs of a Blackstone man who tossed away a $1 million scratch ticket are suing the man who picked it out of the garbage, alleging he stole it.

A Superior Court judge said he would decide this week whether the state should stop work on launching a lottery while lawyers debate whether the game is legal.
