So it's ok to be penalized for playing smart?
And that additional steps limiting the number of terminals and the number of tickets sold by any terminal has been instituted?

State auditor general to audit Pennsylvania Lottery, with special focus on high-frequency winners
State Auditor General Eugene DePasquale announced a new performance audit of the Pennsylvania Lottery Wednesday, with a special emphasis on studying the state-run gaming franchise's protections against being ripped off by players or retailers who are intentionally gaming the system.

Court rejects Colorado man's claim to full $4.8M lottery jackpot he unwittingly split with scammers
I can't see the State Supreme court telling the lower courts that they were in error with their decisions.
There's a reason we have higher courts to appeal to. Courts aren't reluctant to overturn cases when lower courts have made incorrect rulings on the law, so it depends on the arguments made by Massihzadeh's lawyers. If they didn't argue that the contract should be invalidated then the court wasn't considering that when it issued the ruling. OTOH, if his attorneys argued that the contrac

Seven commercial casino operators in Pennsylvania have filed suit in Commonwealth Court against the Pennsylvania Lottery over its new breed of casino-style online games.

Then by the time the lawsuit is over the time limit of paying the jackpot out will have passed so the lottery will say they will not and can not pay because the time limit is over so then the person will sue the lottery be
