Michigan lottery fixed?
I'm sure in there novel written book size rules they have. There's some kinda legal jargon that they cannot be held liable. Just like when a slot machine malfunctions. If every other state can do it in 14 days I'd start the lawsuit at 14 days and see if they can't suddenly get out of their own way.
it sounds like they have a financial incentive to make it as convoluted and inefficient as possible and no one has held them accountable for it. They say they process 10000 claims a month. If that much money is sitting in their account drawing interest for weeks at a time they're stealing millions in unearned interest the winners are entitled to.

A verbal Lottery joke agreement wouldn't hold up in Court, would it?
If it gets to court its not a joke. Think about that. Nobody is going to file a lawsuit and go to court claiming it was all a joke.
You can claim it was a joke all you want, but what did the other party think?
If you find yourself in court he/she is not going to tell the judge, yeah, we were just joking.

I'm glad i'm not the only one it happens to. I've reached the point after a couple of days where I can now laugh at it, but when I watched that number come up that night I was so upset because earlier that day something was nagging me to play that number again and I just didn't listen. Texas looking at recovering money
Article in the Houston Chronicle says a Houston based attorney has filed a class action lawsuit regarding refunds for the 93.5 million lottery win where substantially all the combinations were bought up by the winner Rook TX.
It also details laws that were broken which means Texas could recover the 93.5 million, or a projected 57 million in one payment due to the monies being illegally paid out.

Texas Lottery
The state tried to rectify the problem several years age as Rcbuckeye mentioned.
They instituted two policies
1. Tickets were to be purchased at a physical terminal within state boundaries
2. That to qualify to be a licensed retailer a person, business or entity must sell other products and not sell lottery as a sole business. That meant things like liquor, tobacco, groceries, gas, etc.
