Years ago, when I was in metro Detroit I used to make Powerball runs to Indiana. Before Powerball and Mega did the cross sell I would drive 90 mins to Wisconsin form here to buy Powerball. If you are going to compare California then keep in mind it borders Nevada. They do not have a lotto there and many of the residents and tourist will make a trip to the state line to buy tickets. So basically the count of tickets sold in Ca is actually for two states...not one. This is also the reason the store on the state line sells more scratch offs than anywhere else and frequently win smaller jackpots .

Let's not forget California does not have Powerplay option. I'll never know if they took my suggestion to @ least add Double play to their Powerball, but like Todd said it is not in their laws to allow that. justadream; Before Primm opened , many from Nevada went to a small railtoad stop called Nipton, CA to play lotto . current informayion on the town now says the pop. is 15-20, it might have beem a few more than that before Primm opened. At the time there was no Primm on the CA/NV border selling lottery tickets, lotto sales in Nipron were said to top lotto sales in all of California.

Probably 20 years ago now where Alabama had signs to vote the lottery in. when them old geezers die off (they live forever) then it might stand a chance.
