It's hard, if not impossible, to cancel tickets in Michigan because about 20 years ago cashiers in metro Detroit were printing the tickets and then cancelling them and pocketing the money for themselves. This happened to me and I found out about it because I never got paid on a $5 win back then. One other point I'd like to make.... Each state has it's own data processing network/system for their lottery's. Is the problem you've seen unique to Minnesota? Do you know if it's happening in other states too? The situation described in an above post about a store in Louisiana could be a time saving policy adopted locally by the retailer. Being required to show up in person at a state lottery office with a ticket what has won millions reminds me of John Wick 4 when he had to show up to a challenge on top of a hill. He had to fight his way up the staircase because people knew where he was going and why he was there. It seems unsafe knowing that the people that go to a state lottery office become targets. You must buy your tickets from a licensed retailer here in Texas. From Texas Lottery FAQ. Doubtful tix were purchased through an app. Maybe through Jackpocket.
