No, that just demonstrates the difference in the annuity calculations between MM and PB.
To see the difference in action, go to www.usamega.com and click on Jackpot Analysis for both Mega Millions and Powerball. USA Mega is unique in that not only does it have the tax rates for all the states, but you can also see a full breakdown of increasing yearly annuity payments for Powerball. I don't think any other web site has that feature.

You are right, PA doesn't allow Anonymous but it does allow you to claim it as a trust/LLC or not stand in front of the press and play idiot.
