SLGCA records show that 362 individuals won high-dollar prizes 20 or more times during the 2020 calendar year. And they probably bought most of those tickets from someone that didn't want to fill out a W-2G. There was a winner in my state (CO) that won a three way prize only to find out later they were the sole winner when it came out the other two winners were associates of tiptons. They sued the lottery for the other 2/3rds of the prize in a case that made its way all the way up to the ssc who ruled that even though he was the only true winner and entitled to the entire jackpot he was not to get it.
