Divide and Conquer: Meet the Lottery Titans
Enveloped in neon lights, murmuring crowds and the tinny melody of computerized games, a convention center showroom here bears the trappings of a Las Vegas casino. But the players, mostly state employees sporting suits and name tags, haven't come to this annual expo to gamble. Instead, they are sampling the wares of one of government's biggest cash cows: lotteries, which rang up about $202 billion in sales last year in the United States and overseas. Amid sales pitches and glad-handing, there ...

Some States Consider Leasing Their Lotteries
As chief operating officer of the California Department of Finance, Fred Klass gets pitches from Wall Street bankers as often as the rest of us might get cold calls from telemarketers or insurance agents. But when Kathleen Brown of Goldman Sachs came to his office earlier this year and suggested privatizing the state lottery, Mr. Klass listened closely. It wasn't merely because Ms. Brown happened to be a former state treasurer as well as the daughter of one famous California governor and the ...

In Australia, Tattersall's 54-year monopoly on Victoria's lotteries has been broken as the State Government seeks to make more money from the lucrative market. Under the new arrangement, Tattersall's will keep such lottery products as Oz Lotto, Powerball and the Saturday Lotto but lose the instant lotteries or scratchies part of the market to Greek company Intralot. The lottery license process has been plagued by controversy with accusations of improper action by lobbyists, including for ...

Camelot beats off rivals to win UK Lottery for next 12 years
The UK national lottery is to be run by incumbent operator Camelot for the next 12 years after the group persuaded regulators it was more likely to meet the funding demands of the London Olympics and other good causes than outsiders Sugal Damani, an Indian conglomerate. Camelot was selected as preferred bidder for the 10-year license, starting from 2009, even though the National Lottery Commission said some of the operator's projections particularly its pledge of average yearly sales of ...

Indiana Lottery privatization on hold
Gov. Mitch Daniels said Friday he is putting off but not giving up on his hopes of privatizing the Hoosier Lottery and wants a yearlong, statewide conversation on how best to spend the $2 billion or more the lease could bring. Daniels said 10 companies, mostly American firms, have submitted nonbinding bids to lease the Hoosier Lottery. Half of those, he said, are north of a billion and a half, with two offers well over twice as big as the $1 billion the state had estimated it could rece ...

Indiana Lottery privitization takes big step forward
Indiana Gov. Mitch Daniels' plan to privatize the state lottery took a major step forward Tuesday when a key Senate fiscal panel narrowly approved the proposal. The 7-5 vote came after educators and business leaders lined up to support leasing the Hoosier Lottery to a private operator in exchange for $1 billion toward a life sciences initiative and scholarships meant to keep smart Hoosier kids in Indiana. One Republican joined the four Democrats on the committee to vote against the measure ...

Indiana Lottery sell-off advances in state Senate
Correction: This story originally identified Kentucky as the state selling off its lottery. We apologize for the error. A Senate committee approved legislation yesterday to privatize the Hoosier Lottery after university officials said they needed the money it would generate to attract top researchers and boost life sciences. We believe this bill is a difference maker, said Purdue University President Martin Jischke. Senate Bill 577 passed 7-5 largely along party lines, with Republi ...

Will Maryland sell off its lottery?
With a huge cash crunch on the horizon and soaring demands for school construction, new roads and mass transit, some Maryland lawmakers are talking up the idea of selling one of the state's most valuable assets: the lottery. The idea has grown popular since the governor of Illinois proposed doing the same thing last year. The governors of Indiana and Texas have suggested similar moves, and discussions of the idea are taking place in Michigan and New Jersey. Maryland faces a gap of $1.3 bil ...
