Lottery sales are strong, but there are points of weakness

Government-sponsored lotteries are continuing their broad expansion as income-producing entities, as many lotteries reported record profits in the last fiscal year.
Reports of record profits from the lotteries come despite continuing high unemployment and an economy that has been flat or downward-trending for the past two years.

Lottery winner charged in tax conspiracy
In February 2008, Kendrick D. Francis won a 10,000-to-one bet on the Pennsylvania Lottery's Big 4 game for a payday of $532,000.
But, federal prosecutors in Delaware said, that apparently wasn't enough for Francis, a Wilmington resident, who then conspired with a convenience-store operator to hide his winnings and make it appear a number of other people had won instead to avoid federal taxes.

Supreme Court rejects Delaware appeal to expand sports betting lottery
The Supreme Court has turned away an appeal from Delaware to expand its sports betting lottery beyond professional football.
The justices did not comment Monday in leaving in place a federal appeals court ruling that limits sports betting in Delaware to multi-game, or parlay, bets on National Football League games.

Del. bettors can wager up to $3K in sports lottery
The Delaware sports betting lottery starting this week will allow gamblers to plunk down a couple of bucks, or a few thousand, on NFL teams, officials said Tuesday.
Minimum wagers in the new lottery, which starts Thursday, will be $2. The maximum wager, depending on the type of bet, will be $3,000.
For each wager, bettors must pick the correct outcomes of at least three NFL games, called parlay bets, or as many as 12.

Appeals court blocks Delaware's sports betting plan
A federal appeals court today blocked Delaware's bid to open sports betting Sept 1.
A three-judge panel of the Third Circuit Court of Appeals decided that Delaware's plans violate a 1992 federal ban on sports gambling.
The professional leagues and the NCAA sued Delaware in June, but the case is not scheduled to be heard until December. The leagues asked the court for an emergency injunction to halt the betting.

After hours of closed-door negotiations, lawmakers convened early Friday morning to rescind Tuesday's roll call and vote on a revised bill, which won overwhelming approval.
