They might not say anything to the vendor at all, they might however review the numbers on the tickets that were sold just before and just after the tickets that had many winning numbers, they might also take note of the times, days and dates and if they finally think that all those winning tickets from all those days were sold to the same customer, then they might in the future sometime put somebody there to look to see and maybe find that one customer and then it's anybodies guess what they would do about it.
I've had similar thoughts. What are the ways they can "legally" change things to thwart our systems on a regular basis?
Ball set rotations. In New York it's changed in order. Do you think they would switch ball rotations erratically, without us knowing? If they do/did that, would that be illegal, or a form of rigging?
Increasing number field (but that can't be done regularly unless for good reason).
