  if north carolina gets a lottery do you think that they could join forces with south carolina and tennessee to form a new multistate game similar to lotto south?

  I doubt it. South Carolina would probably want to join Lotto South, North Carolina would probably want their own game. Tennessee is anyone's guess.

  Yes. They'd do very well. So would North Carolina. South Carolina on the other hand would be better off with LS.

  NC, SC, and TN should all join Lotto South.

  With Tennessee already in Powerball I just don't see them joining another Multi-state game....

  I do.  Our director came from GA and she had Mega Millions and Lotto South.  KY has powerball and lotto south and VA has Mega Millions along with Lotto South also.  So I would say TN would have no problem going with another multi state game.

  How are you going to win if you don't play?

  GA, VA, and KY would have to agree to it.  Who knows they might say no!  KY and VA could be mad because sales from TN are down.
