How will these actions stop "fragile" people from buying lotto tickets? I think if someone is determined to buy a ticket they will find a store.

Oh my gosh I can't believe what I just read.  Those people down in North Carolina are the weirdest and most unusual people are think I ever heard of before.  I can't believe they would even attempt to do anything like this.  You can definetly tell NC must be a true crazy red state.

It's racial.  I'm a native Charlottean.  I'm not the type of person who would use the race card out of ignorance.  95% of convienient stores owners in this city are of ethnic orgin from other countries and are located in "fragile neighborhoods.  They are on almost every corner, like the churches.  No kidding, there is a church on almost every corner.  Guess where the most churches are located?......in "fragile neighborhoods" 

I'm ashame of the leaders in this city.

You get what you vote for - in some cases, what you fail to vote for.  You can change representatives; used to be women couldn't vote. Getting rid of a half dozen men should be comparatively easy!

North Carolina leaders aren't ignorant, just misguided.

Some years ago Ohio had some misguided people that convinced the State that the chance to to win large lottery jackpots was a bad thing and the State for a few months adopted a law that limited the amount that one lottery ticket could win to $20M annuity.  At the time people from the surrounding states played the Ohio lottery and jackpots of $40M-$70M were common.  After that, the jackpot amounts were lucky to reach $15M and the law was eliminated and Ohio never recovered.  Ohio learned people liked big lottery jackpots and they would travel to buy tickets.
 
In 2002 Ohio added the MegaMillions to keep lottery players in the state from traveling out of state to play the PowerBall and BigGame lotteries in adjacent states.  North Carolina will learn that if people can't buy lottery tickets in their neighborhood they will go to the ones that sell them.

You are correct Chewie, however, when these people were voted in, there was not a option for the lottery.  Now they are in office and making decisions that can not be changed later.

It is more difficult, but not impossible, to change laws. They said Concealed Carry laws would never happen; most of the states now have that law. If you can talk politicians into allowing citizens to carry firearms, you can get any law changed. You just have to be smarter then a politician, I'm not seeing that as a problem in NC.

That's the point.  HELLO!  The money won't be going to low income neighborhood store owners.  The money will be going to "less fragile neighborhoods"

As though the folks in Charlotte are caged into their neighborhoods.  Won't go over across town for a ticket.  The village I live in is seven miles from the nearest lottery outlet.  Wednesdays and Saturdays we tend to get better acquainted with one another waiting in line to buy Powerball tickets in Bernalillo.

He also asked that lottery outlets be at least 50 feet from a church or school.

Whew!  50 feet?  50 feet?  Guess those North Carolinians aren't much on walking.  50 big old feet's going to keep the good religious folks from being exposed to and offended by this vice.

Ought to be interesting to see what they've identified as 'fragile' in the arena of neighborhoods.  I've got a feeling it's the toughest, stay-out-if-you-got-no-compelling-reason-to-be-there ones.  Which is to say, the absooooooooludle least fragile ones.

A portion of lottery sales proceeds be shared with local law enforcement to cover increased costs associated with lottery activity. (To come out of the lottery's administrative fund, not the money designated for education.)

I think things must be different other places than New Mexico.... wilder.  I see people talking about the 'fun' of playing the lottery and sometimes wonder exactly what they're referring to.  But now I think I'm getting the idea.  I live in a backward area.

Evidently in other states when you go to buy a lottery ticket you also get drunk, mugged, laid and end up backed into a corner with a broken beer bottle or chair leg watching the other players.

I know......yeah the lottery causes more crime....these people seriously need some education.  If they really think that then they need to step outside of their closed minded heads.  The lottery doesn't create crime.  Unlawful gambling does.  Unlawful gaming is where people rack up huge debts that they can't pay back and get wacked for.  Not for state sponsored gaming.  You tell me any state that has any problems with their lottery besides people claiming they have a winning ticket when in fact they don't.  ARRGGGG these people are making me mad.  If I lived in North Carolina I would defitnely be at open meetings to express my discontent. 

Is the fifty feet rule so that when lottery agents come to wack a guy for not paying for his $1 lottery purchase the kids and religious folk don't have to see it happen?  (Of course I am just kidding)

Our liquor stores in Charlotte are ran by the state.  The cashiers are state employees.  When you walk into a liquor store it is prestine, organized and neat. Other items are not sold. This is down south.

Gotta love the ABC Stores. 

I think it'll be really interesting to see where & who gets to sell the lotto.

Maybe Charlotte will want to tax lottery winnings, which NYC, among other places, does.

I am a native Charlottean and this is utter bull****.  These people have an agenda in mind and they are looking to stack the deck, get more money for the poepoe's(police) and continue their police state agenda. They can't do any of it without controlling where the greenbacks will be made so that is why they're pushing for this, then they will control where the money goes, regardless of what the law says the lottery was intended....................education fund or otherwise.

In defense of people from N.C., I agree with Tenaj.  Those were some very generalist remarks, casting negative remarks that imply that North Carolina residents are all a bunch of ignorant people.

I think the people of N.C. are actually very intelligent, and they just went through a very wrenching period of time, struggling with the issue of legalized gambling in their state.  Both sides have very good points, and through democracy they arrived at a solution.

Naturally, the people who were against the lottery are now using that same process called democracy to try to limit the lottery as much as they can.  That is their right.

The next year will be very difficult for the elected officials in N.C., as I'm sure the lottery will continue to be a very contentious issue for many people.

The fact that they are going through this process should be commended, not derided, and the people of N.C. have shown themselves to be very strong and committed.  My hat is off to them.

I agree wholeheartedly.  The people of North Carolina speak for themselves about what they are through the mouths of the people they elect to public office.  Same as all the rest of us.

The story tells all that needs to be said about the people of NC.  It was unseemly of me to point out the obvious.

We all give our opinions here.  It's what LP forums are all about. 

However, having said that, I'll add that North Carolinians elected those people who are speaking for them.  I've got a notion the same people did some speaking before they were elected last time, and the elections before that.  You chose who will speak for you last election and you'll do it again next election.  If you believe the rhetoric will change after next election no matter what North Carolinian you elect, you'll have to join me not having a clue.

Offensive is in the eyes of the beholder.  My thinking or saying something is true isn't in danger of making it true if it isn't already.  And my thinking it isn't so won't keep it from being true if that's how it is.

So the folks in NC are what they are regardless of what you and I might think or say.  I probably have a higher opinion of their intellects than the people they elected to office have of them.

I've got nothing against the people of NC that I don't have against people everywhere else, pretty much including myself.  I hope they're smart enough in the future to vote in politicians who put on a better show of having some respect for them.

My problem was the general statement about North Carolina and what you were implying about the people in general.  Most of us (at least in Charlotte) are transplants from other areas (I've lived here 20yrs myself).  It would be like saying all people in NM are uneducated illegal immigrants (which I know is not the case- one of my good friends from Grad School was from NM).  Everyone is entitled to their own opinion & I respect that, but the statement was insulting.

An insult with no teeth unless you'll concede I'm the final judge, the perpetrator of such things.  Otherwise my saying so is meaningless unless it's true.

What do you care one way or another what I say or think?  It means nothing.

They should go back to New Orleans.  George Shinn wanted them there so thats where they should stay.  He could build a better superstadium for the Hornets (thats what he wanted here but the people of Charlotte voted No to that- he wanted us to pay for it- so thats why he moved).

I would be curious to know the retention of NC state officials; and how often those, with two terms or more, are voted out.  If it is like most places, once in, in forever.  They wouldn't call it the good old boys club if it was full of innovative, free thinking, politicians. 

There are a lot of people, here in the yankee state of New Jersey, with more degrees than can be counted by with someone with one of those degrees. Yet, they are a week from voting back in the same corrupt group that has been there for years. I'm not sure what a Master's degree gets a person, other then bragging rights, but I do know has nothing to do with common sense!

Politicians don't run this country, people wanting to get along everyone else, elect them with a mandate to do whatever they like, whenever they like. Some times the lazzy get what they deserve.
