  It seems that some one(s) is confused between "minimum winning" and "maximum or potential winning". I think that interpreting "minimum" as "maximum" may have a potential to mislead, though I may be wrong...

  one can control the minimum winning,but only the lottery can control the maximum winning.

  No, the cap rule is that if Powerball sets a new record jackpot, rollovers are limited to $25 million per drawing with the excess rolling down to the match 5+0 winners. This has already happened twice since the last matrix change, and it has never happened before even though the rule has been in effect since Powerball went 5/53 + 1/42 in October 2002.
