I live in Pa and have experimented with this game for a while and i can tell you than its not as easy as it may look at first...first the cost per line of play is $2....It is not an attractive jackpot game because of two things 1)the jackpot is a 1,395,360 shot and 2) the pot starts at $50K grows slowly by only $5K...Compare the odds and pot with Cash 5 which has lower odds (1:962,580) and grows much much larger pots than mix and match...the only incentive is that you can hit more low tier prizes which are usually free tickets or you get your $2 back if you only hit one # by position...but to be honest while hitting the low prizes might make you feel like you are winning most of the time, it will soon get old....anyways if you still decide to play it i can offer the following tips:
one way is to try to guess what five numbers will hit regardless of position..that is line them up from lowest to highest say (5-9-13-14-17)..then after scrammble them the way you like by position in order to win jackpot..the odds of getting 5 right regardless of position are at least 1:11,628 which pays $2000 (the odds and payout if you notice are worst than winning Big 4)...
a nice thing statistically with only 19 numbers is that nearly 50% of time exactly one number will repeat from previous draw...if you guesss which one will repeat and discard the 4 others you are in terrific shape because now you have found one number and left only 14 from which you need only 4...guessing 4/14 is 1;1000..
another thing is to try and have 3/2 or 2/3 split..(that is lows 1-9 and highs 10-19)...
i feel that most of the time it is best to key or keep constant one or two #s by position and then guess the rest (the way you have done with P1, P2 and P5 in your table above)
i dont play this game anymore because there are better alternatives but when i was playing the hot ones were #1 and #19 ..the stinkers were #12, 14 or 15..not sure if this is the case anymore because the game goes in streaks...good luck man but even if you hit this thing after the -25% federal tax there wont be much reward for your hard work because the jackpot starts low but hopefully you hit it at the high end...
