If you can get past winning numbers maybe you can develop some kind of system, the main numbers are divided into 3 horizontal blocks and into 3 vertical blocks, that is into 9 smaller sections, not counting the 0 and the 00.
They are farther divided into Red-Black and Even-Odd.
What else do you want? The filters have already been made!
If you don't use the 0 and the 00 then you have a pick 1/36 game, maybe you have a 1/38 chance of any-one number winning, if you only pick the numbers.
For game rules look on the Web and or go to your library and look for a roulette book.
Play roulette on the web for free and or download a freeware program.
This game seems to have been made for lottery players as it seems to be a pick 1/38 game.
A while ago I played it (The American Roulette) a few times online as a game, not on a gambling site, but on a games site and beat it, just picking bets options based on my general knowledge of random.
A person maybe could simulate it using a 1 to 38 numbers RNG, if the real games are truly random and the RNG also is.
Want to break the house? If the "Real" games are not rigged(?).
True random is you betting partner.
Too bad that a person can't taylor make his bets a little better as he sees fit, that is to bet on patterns of your own making, but with that kind of betts set-up you can almost already do that, except for the intrusions of the 0 and the 00.
If I was to gamble on a casino game, maybe would be on roulette, craps (Dice) or card games.

A few minutes ago I installed a roulette program, but it turned out to be the European Roulette not the American one, anyhow I gave it a try to see if I would do as good as with the online Roulette play-game simulation hours ago.
Well I won several time and lost a few times, but I kept on making my bets more or less big, I think that the program gave me $1000 to start with, and I made them into $3960. almost 4 times as much as I started with, then I quit playing with the program, you have to know when to quit and I sure did, as almost $4000 on make believe money is enough for one play sesion.

Using the bar below tou have to move the screen to the left to see the right portion below were it says how much money I still have on the game, that last was a $3000 win as I had $960 out of the original $1000 that I started with, give the big picture some time to show up then scroll it some so you can also see the right and down were the money info is: ---------------> Righ Down corner of the picture, also notice the $3000 win on the middle of the screen.
The game is a freeware called "Antiquity Roulette"
I wonder if I should sell books on how to beat gambling games, lottery and others, Yea, Right!
I have given all the info for free here at LP.
But nobody wants to make the right gambling tools, not for me anyway, maybe they are afraid that we would win some jackpots, I warn you that jackpot winning software while very much possible to make, would be more or less hard to code for the regular part time programmer and would also take quite a long time to do, more or less, on the other hand a more or less pro programer might be able to handle it if he or she really want to do it, it would still take some time to do, but they would have to make the program do exactly as they are asked to, other-wise, trash in = trash out, so so more or less good programs won't help to win a jackpot, you just might get a few lower prizes every once in a while, that is why people don't win on the pick 3 a lot, programers don't want to make the right tools, so so jobs are OK for them, so they get so so results with those tools, trash in = trash out.

If you must play Roulette on line ......Please play with a "Real" established ..."brick and mortar Casino" like the ones in Germany. They televise actual casino roulette play ,,,,live action play ...using a real wheel on the floor of the casino.
Do a search here on the subject.
They use real time casino play and are at least supervised by the Government.
Don't use anyone's online software ......all on line games are not to be trusted if they use their own software.
They have been caught at it before .......and they will again. The only real failure .....is the failure to try.
