Pick 4 contain, well...4 numbers. If you get 4 out of 10 you win! Sounds easy but actually it is quite hard if you think about it.
This technique will give you some edge if used correctly. We are playing single, box hit for starters.
Before you begin, be sure to get a pen and paper ready, or excel sheets and jot down your state pick 4 mid/eve. Midday and evening are two separate charts, just make the one you play, for me I play evening in GA.
The chart will give you a visual overview of doubles and singles, we will be ignoring the double, and play the single. How do you know when the next draw will be double or single you may ask? That's what the chart is for, to see the pattern in which it shows up so we can avoid it.
In GA pick 4 eve the doubles rarely shows up 3 days in a row. Often they show up once and goes back to single, and will be at single for 1 time then may go back to double. For single there are no more than 3 singles in a row, so we can expect a double to show up.
Important, this is gear towards single days only. So do your best to avoid the days when double might show up.
Now, onward with the techniques.
We will be using seven numbers and wheel them, playing at $0.50 ea will cost you $17.50 for 35 numbers (each contain 4 numbers from the 7 selected). For an example, the seven numbers selected are: 1,2,3,4,5,6,7. These are what I will be playing after wheeling them.

You may filter out down to 30 if you like.
By playing it box you have a shot at $100 within 5.7 tries to make your money back, but if you are good at selecting the 7 numbers in which 4 are the winning numbers you can make profits by the end of the week.
Now, you may wonder on how to select the seven numbers?
I use a 10 deck of cards, mark 0 - 9 on each card and shuffle them to pick 7 numbers. Use your own method in selecting the 7 numbers.
Once you have the 35 set of numbers from 7 numbers (after wheeling), and you don't hit, that's ok. Hold the same 35 numbers for 4 more single days, it will show up.
Back test this and you will see. It works for GA, each state varies.
Go back a month, and pick your 7 days without looking at the next result to see if you got 4 out of 7, if you do you won. If not, hold it for 4 more single days to see if it show up. If you encounter double, it does not count towards your 4 days. Pretending that you predicted the double showing up and skipped it.
You can cut 35 numbers down to 15 if you like, spending $7.50 instead of $17.50. With 15 numbers you have 13 tries. Remember you may also filter out the winning number.
As for All States, this works well too. Usually I get 3 - 5 states with each 7 number selections during testing. Playing All States require more investment, however the return is also more nice, but if your 7 numbers are not in the states you most likely will only get 1 - 2 hits.
Once you hit, time to refresh the 7 numbers, and hold until hit. Let me know what you think. I am not playing today because a double is expected, based from the chart. This is important, money saved is also good as money won :D -

Not trying to hijack but to go along with your idea. If you can pick just 2 numbers and play all the doubles with them. It's only 5 bucks and pays back 200. And if your extra lucky and catch the triple it pays back 600. For example: I'll pick numbers 7 and 8. You would play 0078, 1178, 2278, 3378, 4478, 5578, 6678, 7778, 8878, 9978. Pretty cool huh? Hope this helps

Dec 5 SC EVE 9344 - Doubles. Lets hope my theory sticks for tomorrow and Sunday!

This chart is for GA eve. I see the pattern. Seeing Sep, Oct, and Nov as three months frame, so this time Dec coming in Sep is in the background, not included in the trio. The previous trio provide what to expect in a pattern, as there are more 2 doubles and 1 single than it is with 2 singles and 1 double, and all singles and doubles comes in 4 times each in the last trio (sep, oct, nov). With the new trio (oct, nov, and dec) I am expecting 4 - 6 all singles and double days.
The "T" represent tripples.
I am guessing a single would pop up tonight to break the previous 3 double days.
