I understand how you feel, i also noticed the multiple wins in certain places. I was going crazy trying to find out by checking the new york lottery website for press releases about the multiple wins in mega millions, take 5 and powerball. But i gained my sanity back when i noticed the following on september 17, 2010, somebody hit the mega millions 2nd prize multiple times in brooklyn, BUT THE ONE THAT HIT IT BIG WAS THE JACKPOT WINNER, SHE WON $54 MILLIONS DOLLARS WITH $2 QUICK PICKS.

I agree completely. I only spend a small amount (if I even play, as I don't ALWAYS play) on Mega, Power, Sweet Mil or Lotto. It only takes ONE ticket.
