NORFOLK, N.Y. — "It's good to be alive," said Floyd E. Harvey as he accepted a symbolic check for $10 million from New York Lottery officials Wednesday.
Mr. Harvey, 41, Route 38, was feted at Fefee's Market on West Main Street. He won the jackpot prize of $10,000 a week for life Thanksgiving Day after purchasing a $20 Win for Life Spectacular scratch-off ticket at the store.
Although state Lottery officials promote the Win for Life Spectacular instant game as a chance to win $10,000 each week for life, Mr. Harvey actually will receive 19 annual payments of $520,000, according to Lottery spokeswoman Gretchen L. Dizer. After taxes, he will net $343,356 a year. He also will receive one additional payment of $120,000, for a total of $10 million over 20 years.
Annual payments of $120,000 will continue each year as long as Mr. Harvey is alive.
A 14-year technician for Verizon, Mr. Harvey said he has no immediate plans for the bulk of his new wealth, but said he would like to buy a new Shelby Mustang automobile and pay for his daughter's college education when she is old enough to attend.
"It's going to be great," he said. "She doesn't have to worry about what school is going to give her a scholarship, because her dad can pay to send her there."
The winning ticket was one of three Mr. Harvey bought at the market that day. He said the first ticket he scratched off was a dud, the second was a $35 winner and the third was the $10 million winner.
"I routinely come down to get a couple of tickets and a paper," he said. "I scratch the tickets and read the paper and hope for the best. Things worked out."
Mr. Harvey described himself as being in a daze after he realized he had won the jackpot prize and said the feeling only recently has started to subside.

That is sooooooo wonderful,,,My daddy raised us 4 kids by himself and believe me when I say this,there is nothing like my daddys love for us kids.He is now 72 what will I do when he passes? Those New Yorkers are a big gamblers. He says effortlessly that he bought three tickets as though the tickets are $2 each. Thats $60! wow
He also says he buys two tickets and his newspaper. If he means he buys $20 tickets then he is a big gambler... by my standards anyways.
I would feel sick if I spent $60 on scratchers and lost it all. Well, tonight I'ma try the NY style and get $20 worth of megamillions tickets.

Well I bought 8 $20.00 tickets in Tennessee and nothing on any of them because I watched the screen as the girl runs to see if any of those were winners and no they wasnt and no I dont play here anymore...........

I think the lotteries should be made to say win for 20 years and not win for life. In this case, the winner will get $120,000 per year after $10 million. Some other lotteries with win for life , for example, Win for Life in Georgia and South Carolina. Payment is made for twenty years and then no more. While I would still be grateful for 20 years, it is misleading when they state Win for Life.
I don't think the "Win For Life" advertisement is a misnomer. At the end of 20 years they shoot you.

that falsely advertised something as "for life"'get away with it.
For those bringing up the "win for life" subject, every one of them I've seen says that it is actually X amount paid for X years equaling X amount of money. Most people who buy these things know they aren't really getting it "for life". Even the $1,000 a Week for Life in PA only pays out for 20 years (as stated in their game rules listed online, their site didn't show the back of the ticket).
Yea, it's misleading that they put in "for life" but they're not the only people selling something that uses fine print to make their statement valid.
But anyways, congrats to this guy for winning, that should be a nice paycheck for the next few years. I'd certainly have no problems with that.
Just curious what you mean by decent. What are the two largest winners that you have had out of the same book? I had a $10 winner on a $5 scratch off, right next to a $150 winner. I bought one more and it lost. I just purchased a $75 winner of the same game, from a different store yesterday. It was preceded by 6 losers, a free ticket, a loser, another free ticket, a loser, and then the $75 winner. This was yesterday, and I am thinking of trying another, but it will probably be a waste. What do you think? I know that if I get two back to back tickets, I will be looking closely for something bigger following it from now on.
I may be wrong, and I probably am, but you might have just quit playing too soon. I know that $140 is a terrible loss, and I cannot imagine losing that much, that is why I have only bought one $20 ticket so far. It is just too much to lose. If I was to guess, you just walked in after a big winner, or the winner was to come, depending on the order of the tickets, meaning did the tickets start at 015 and count down to 000, or start at 000 and count up to 015. I am not trying to make you feel worse, but my bet is that either a big winner had already been won, or one was lurking on #006, for example, depending on the order. I am not saying that is certain, but it is possible.
You did say that you saw the cashier scan all of the tickets right? Did you make sure that they punched in the correct three digit code from the front of the ticket after scanning it? I would be suspicious that maybe they punched in the wrong number, either on purpose, or on accident. If it was on purpose, she might have counted on you throwing away the ticket, and then claiming it later herself. Finally, I know I shouldn't have to ask this, but did you check the tickets yourself and scratch them all off? I described it in my thread: https://www.lotterypost.com/thread/224351 That is where I found an unscratched ticket in the trash. It turned out to be a loser, but I always wondered what if.
I have always felt like a dishonest clerk could make a winner display as a non-winner. After all, if the three digit code on the front is not typed in correctly, then it would probably come back as a losing ticket. I am of the mind that perhaps the three digit code determines the amount of the winner, and if they typed in the wrong one, it might not pay, or either it might pay the wrong amount. I am going to see if I can get a cashier to scan a losing ticket from the same pack as a winner, but type in the three digits from a winner.
That would prove once and for all if the lottery keeps up with the exact tickets which are winners, or if they only know a winner is in a certain batch. I would have them not pay on the winning ticket, if it works, not trying to be dishonest of course. I would use a free ticket, for example. I would also like to see if they typed in the number from a non winning ticket, if that would make a winner a loser. I do not know if this has been done already, or if I can even convince a cashier to do it. I am sure that it is illegal if done intentionally, but people do make mistakes. I type all of the information off of tickets into an Excel spreadsheet, and I have made mistakes before.
I had a similar situation yesterday, if you read my preceding post. In the past, that game has not usually gone more than three tickets without a winner, sometimes four, but most winners were around $15 to $20, so the trick was to hit the right ticket. I just kept on playing until I won. I think that because the lottery is in business to make money, they have to have a bunch of losers before and probably after a big win in order to remain profitable. I spent $45, but ended up making $75, so I did end up making $30 in profit. Do you know that clerk very well? Did you ask them first if they had any big winners, before you bought the 14 losing tickets? Just a few things to think about. I think most people are honest, but there certainly are some that are not.
No, that is too obvious. You either commit suicide, or die in some horrific accident. I know that there are folks out there that specialize in "suicides" and "accidents". Remember slick Willy, Good old President Clinton? It seemes like a record number of his staffers, and those closest to him comitted suicide. Were they really under that much stress? I have no idea how Monica Lewinsky survived. She must have been accompanied by multiple witnesses all of the time.
I hate to say it, but I sure do miss him, as opposed to what we have now. At least Clinton lived by the polls, and tried to stay favorable to the American public. I heard our bafoon of a president the other day saying that he had made personal decisions, and passed laws that he felt were best for America, despite what the American Citizens said. He basically said he heard our voices, but chose not to honor them, because he really does know that socialism is better for us, at least in his mind it is. Isin't it amazing, the idealist elitest who thinks he knows better than 2/3 of US citizens. He is smarter than 200 million people. No wonder so many believe that he is God. Obama makes Clinton look like a Conservative, in comparison.
