  Listen USA if all your states were to unite and create a : 50 States or 42 States Unified Scratchoff just 1 that costed: $20 it will pay: between: $12 Billion dollars and $15 Billion dollars every year 1 LUMP SUM, JUST FROM 1 and remember there are several scratchoffs that costs: $20...If you did it with 1 scratchoff of $10 just 1 and created a Unified Scratchoff from all the states of $10 it will pay between $6 Billion dollars and $7.5 Billion dollars 1 LUMP SUM EVERY YEAR and yes the state will have already their 50%-60% of every dollar...

  each state has plenty $10 scratchoff you are just using 1 or 2 or 3...
