Marcie seriously doubted that any of the other online lottery sites would shut down, but it's possible some or many of them will be affected now that the UIGE Act is in full force because of the loss of American players.
Up until April 2011, players could deposit money and withdraw their winnings from all the online poker sites. On April 15, the Justice Department seized the domains of the three largest online poker sites. Of the three, only Poker Stars was able to payoff the American players. Ultimate Bet and Full Tilt didn't payoff their American players and the JD found the reason was because they had skimmed off money from the account funds.
For now it looks like American poker players will have to play live games at casinos and lottery players will have to buy their tickets the old fashion way; at their local store. We're still getting $600 to $1 in KY, but nothing like the $900 to $1 online.
