  It probably means if you match 6 of the numbers you wheeled, you're guaranteed a 3 number match (or something like that).

  Some wheels are described as "3 if 6 of 18 numbers" or "3 if 4 of 18 numbers". The "18" is the amount of numbers used in the wheel, "3" is the win guarantee for matching at least "6" of the "18" numbers.
