I have seen that happen a few times in the pick 5 game called Mass Cash here in MA. I also tried it but had to give up. It can be a very expensive exercise but I did it because I prefer online games to scratch tickets. Cant wait to get the official explanation.
Honestly I am hoping it was the mistake prints of a store clerk that they were forced to pay now they don't need that job. That would be a great story.

Nothing is posted on the WV lottery website yet but it does appear to be an interesting website.
If you click on Game's Powerball, Winners it does tell you past winners, location, and amount.
Also, for Powerball there is a feature for hot and copld numbers.
Those who run the lotteries love it when players look for consistency in something that's designed not to have any. So many systems, so many theories, so few jackpot winners.
There is one and only one 'proven' system, and that is to book the action. No matter the game, let the players pick their own losers.

I was close, it was the same players that bought all seven tickets according to WV website but there were two of them and they showed up today to collect their $14M prize.

It was 2 Vietnam Vets that brought 7 tickets playing family birthdates of family members. Good thing they chose the Powerplay option. They intend to help out members of their family. Nice Score!

It's possible someone will play the same 5 numbers 46 times with all the bonus numbers and win the jackpot plus 45 5+0 prizes. Nobody has ever done it, but I'll bet there are more players doing that than we think.

When that happened I wondered why he bought more than 10 tickets because I knew there was a $1 million cap. His arguments were the clerk selling him the tickets said there was no cap and it wasn't stated on the playslips or lottery tickets. But it did say on the tickets "All tickets, drawings, and prizes are subject to the rules and regulation of the Ohio Lottery Commission".
What made it even more interesting, another player had one winning ticket too and the $1 million prize had to be split 53 ways. Struna got $981,000 before taxes but the Ohio Lottery Commission decided because of the unusual circumstances to pay the one other winning ticket holder $100,000 instead of the $19,000 the split would give them. And probably the reason Struna sued the Commission and case was finally decided by the Ohio Supreme Court,
This isn't the first time players bought multiple tickets with the same numbers in WVA jackpot games either. It's happened many time in their Cash 25 game. The Cash 25 jackpot is $25,000 and their site clearly shows the 10 winning tickets or $250,000 cap.

It is true, at least for the big multi-state games. I've heard that single-state games like pick 3 or 5 can be cancelled in some states, but others don't allow it.
