Many people miss prizes all the time, even the big ones. The $5 Power 8s game had 2/8 jackpots remaining when it ended. Now, it is possible that FL Lottery's operational practices contributed to these two jackpots not being claimed from stores closing down, books being returned, transfer in store ownership resulting in books being destroyed, etc. Insane, because you would think missing a prize on a $5 ticket would be much harder since there are fewer numbers. It still happens.
Skeptic found a $5K winner in his pile of duds a couple years back I believe. I always try to recheck my tickets, despite how time consuming the process can be. Thankfully, with second chance promotions, we're forced to recheck those specific tickets. I've found a $40 winner before on $10 tickets, and a $100 winner on $20 tickets by searching the pile of losers.
Hey DRACOS ....... I just wonder how many tickets are scratched with one spot that was not scratched/overlooked/missed
or not seen as a winner and tossed inthe garbage. Lost forever. I was scratching about 25 $200MS tickets I picked up off
one roll .. it was around 11:30 pm and I was tired. I found some winners and threw the losers in the garbage bag and then
hit the sack. When I got up in the morning and was wide awake I thought I might as well check the garbage just to make
sure I didn't throw out a winning ticket. I saw #006 had one place that I didn't scratch .... so I took a kitchen knife and
couldn't believe what I saw when I scratched it ..... $5000 ! Every now and then I'll go trough a batch of losers I keep and
sure enough I'll find one that wasn't scratched with a winning number and ...... I hate to think I used to go through a mess
of tickets years ago and never double checked them. I know $5K isn't a life changer but .... hey .... for me it's a jackpot !

I agree that Super Millions' final grand prize should be in the 680k-737k range (possibly including some of the 670k range depending on books being skipped). The last Super Millions prize was claimed in the 655k book range. There's an 82k gap between the 11th SM prize, and the end of print, which is another reason why I'm confident the final prize, if it's out there...is somewhere in that range.
I thought the old $20 Monopoly ticket was an interesting and relevant example because:
1- It came out in 2013, not long before SM in 2017
2- It had all of its top prizes claimed
3- Alot of us have been chasing the very end of Super Millions 720k-737k, with emphasis on 730k+
The only thing I'll say is that look at the trends. The closest hit in between jackpots was 19,999 on Jackpots 4-5 and also have you ever wondered if the lottery is telling you the correct information. If you want to go off your above information ask for verification of all the jackpots as I'm guessing they gave you the 2nd to last jackpot on the game. The only way to know if they are telling the truth is to get an actual picture and I know they aren't going to do that. Other than that info 20k+ 655173 is 675173. If it is the truth I'm sure that was still one of the last books to be released at the end of the ticket pool.

I'm pretty confident they gave the correct information on the $20 Monopoly Millionaire game because I remember them posting the final $3M prize winning ticket on Instagram. Here's the picture that they posted:
The $20 Monopoly Millionaire ticket is indeed in the 693k book range, 50k lower than the end of the print. You bring up a good point that this book could have been "withheld" until the very end. There was also a second place prize of $500k that went unclaimed on the game after it ended.
I also see you pointed out there was only one situation where there was a 20k book gap in jackpots on Super Millions, and also there was that one abnormal gap of 102k books. I agree with your analysis that the 675k is roughly where the final range should start on Super Millions, give or take a margin of error with a couple thousand books simply because we don't know when or how many books are skipped within these ranges.
I still find it odd that a final top prize would be claimed with 50k books remaining like what happened with Monopoly Millionaire, but that wouldn't be the case if it were shipped toward the very end and simply occurred on that book as a part of their randomization process. Seeing this, however, definitely opened my eyes as to the possibility of the final SM prize being lower than we may have anticipated. There's plenty of books out there in the relevant range, many of which we ignored simply because we didn't see or like the 680k range-710k range.

Way to go on the $1 Doubler! That's the kind of luck I need right now, desperately. I'll be playing a bunch of $5 and $2 scratchers soon. I did ask a few posts back on which are good to play in that range but got no response, so guess I'm on my own :))
