my current theory is to play every number once then worrry about repeats,

A pick 6 random full lotto for 6/42:

We might pick a full lotto first and add a smaller selection to that one.

To this selection we can add a smaller selection again.

Here I used the random function. Using the numbers to create a wheel table this provides a wheel. 1 if 6 is sure and for the smaller selections the guarantee is getting higher.

I would construct such tables with pen and paper, or type into a program, not using random. Using the FullLotto() function was just a quick way to show how one can construct a wheel, that is not in the common repertory.
