I understand the allure to find the longest out numbers but your best bet might to stick with the pairs that are hitting.
As for your original question, I dont think there is a utility that pops the info you want automatically per state.
The best that I could think of was as lottobux said is the deflate tool.
I would deflate for NY for Midday for last year as such.

Then I would concentrate on top tier numbers, assuming these numbers are top from year to year.
I know from data from another website that in NY 125 is a top number, so the assumption might be true. Using only the top tier numbers you can then do your searches.

So now you can start your search analysis with a minimum of four box numbers.
Do the same deflate for one year evening.

This gives you five more different numbers to search for.
You would have to do this state by state, whick I know you dont want to do but start off with maybe three states per day, and the deflate tool will be at least giving you the hottest numbers to search.
I suppose you are playing online, otherwise you wouldn't be interested in all the states data.
Make a list of total hits for each top number per state, and organize.
Thats what I would do.
You can also inspect for a year midday, and a year evening to try and find the overdue mixed pairs likewise.
I would stay away from longest hit numbers. You might be waiting for years.
The software that guy spoke about might be nice. A lot of people use lotsoft, I dont, I like to combine the data for mid/eve. Do you use excel at all?
