Lucky Va. couple claims three major lottery prizes in one month

PORTSMOUTH, Va. — Calvin and Zatera Spencer are having an amazing month. First they won $1 million in the March 12 Powerball drawing. Then on March 26, Mr. Spencer won $50,000 with 10 winning tickets in the Virginia Lottery's Pick 4 game.

But it doesn't stop there.

The next day, shortly after dropping his wife off for an appointment, Mr. Spencer bought a Virginia Lottery Scratcher ticket — the $100 Million Cash Extravaganza — and won the $1 million prize.

"Baby, we did it again!" he told her.

The $1 million prize in $100 Million Cash Extravaganza is an annuity, which means the Spencers had the choice of taking the full $1 million prize over 30 years or a one-time cash option of $681,000 before taxes. They chose the cash option. He bought the winning ticket at the 7-Eleven at 100 West 21st Street in Norfolk. The store received a $10,000 bonus from the Lottery for selling the winning ticket.

The $50,000 win came when the combination 6-6-6-6 was drawn in the March 26 Pick 4 day drawing. Since that's a popular combination, the Virginia Lottery paid out a total of $6 million to winners for that drawing. Mr. Spencer had 10 tickets with 6-6-6-6. The top prize in Pick 4 is $5,000, which means he won a total of $50,000.

"We're not finished yet," he said as they claimed their latest prizes.

$100 Million Cash Extravaganza features prizes ranging from $20 up to $4 million. The $1 million prize that the Spencers won is actually the second prize. As the name suggests, the game began with a total of $100 million in prizes available. Mr. Spencer is the first $1 million winner to claim, which means three million-dollar tickets remain unclaimed.

"I haven't seen anything like it in my 12 years here," said John Hagerty, lottery spokesman. "People in the office couldn't believe it was them when they showed up with the winning ticket."

The Cash Option will take a HUGE chunk of flesh as compared to the annunity.

So yeah $681k before taxes sounds about right.

It's like MM and PB, some states advertise annuity values as their jackpots even on scratch tickets.  In California, if you win $1 million on $10 scratchers, that's what you win, period (minus taxes).  So, no one gets the $319K, it's just marketing.  I don't think it'll ever change for jackpot games for obvious reasons, but unless we're talking about "Lucky for Life" type instant games with weekly payments, advertising scratcher games with annuity values is misleading in my opinion..

If they took the annuity, the lottery would have invested $681,000 to achieve the $1 million annuity over 30 years.

Welcome to the United States, where the only civilized country that taxes lottery winners anywhere in the world and the lottery legally gets away with it by lying about prize money. In this case, the lottery pays the full amount in annuity only but if you choose the cash amount then you only get the $681k. Unbelievable. Again, the only country where this happens. In any other place you win the advertised "jackpot" amount and not get taxed. I don't even mind the taxes to be honest but paying 1/3rd of the advertised amount while plastering pictures of winners all over media and announcing they have three times of the money makes no sense.
