Hi Folks,
I am new to Lottery and I live in California.
I purchased CA Superlotto plus last week and won $10. I claimed my prize at the nearest shop and the clerk scanned my ticket, paid me $10. he took the ticket.
My question is: I have entered the 2nd chance code on the CA website, Now If I win prize in second chance, I have no proof to submit or claim the prize?
The clerk took my ticket and when I asked him I need it for 2nd chance, he said he is supposed to keep the winning claimed ticket?
Can you guys please clarify, Is that the case? If I win in 2nd chance, what proof I need to provide to prove that I indeed purchased the original ticket?

You should probably ask CA Lottery directly.
You don't need the ticket to claim the 2nd chance prize; it's only required if questions arise with the entry, so what they do is recommend you keep your tickets until the draw is completed. I would assume the vast majority of 2nd chance claims are processed without issues and no reference to original tickets are required. The 2nd chance claim form just asks for your basic information. You can find your ticket code at the CA Lottery website under your account in your My Submissions page.
Now what happens if you win the 2nd chance and there is a problem with your entry and they request you submit the original ticket which you were required to hand back to the retailer because it was a winner. I don't think they addressed that specific issue with SLP 2nd chance on their website or in any of their FAQs.
All the places I go to buy and redeem tickets do keep winners. Since I don't expect to win 2nd chance drawings (skunked thus far) it doesn't bother me that I don't have that physical ticket anymore. I suppose we can take a photo next time this happens, which is better than having nothing.

Your code entry from your calottery account is your entry. Paper ticket should not be required.
But they give two different answers for 2nd chance draws on the website, the first for Scratchers 2nd chance (where you keep the losing ticket) is more clear:
May I throw away the tickets after I’ve entered them into Scratchers 2nd Chance?
Here's our advice: You, the player, are ultimately responsible to keep all codes you’ve entered for 2nd Chance games. If there is ever a question regarding one of your codes, we think it’s better to have the physical codes in your possession. We recommend you keep your tickets/codes until the 2nd Chance draw for that particular game has concluded. Throwing away your tickets does not disqualify you from any drawing, and it's not required that you have the original ticket to claim any 2nd Chance prize, but we’d rather you be safe than sorry!
But for Fantasy 5 and especially Superlotto, where the code is on the same ticket as the possible winning ticket:(unlike the other two)
May I throw away my entry codes after I have entered them into a drawing?

I'd just take a picture of the Superlotto ticket if it was a winner that you had to turn in to cash it. So why did they omit the above underlined last sentence they used for Scratchers, and not have it for the Superlotto where the ticket codes are on the same paper that you have to turn in to retailers? Because they're stupid. You'll notice many problems with the website over time.

Some responses CA Lottery provide on their Facebook page are horrid too, especially with tax questions. Some "official" CA Lottery answers are downright misleading, bordering on lying through omission.

What l would like to know is this..
Would the California Lottery divulge information as to the $$$ amount they have forwarded to education from " Unclaimed Winnings?"

Is that unique to CA Lottery? Many state lottery come up with half baked promotion schemes that have unforeseen problems that aren't addressed because they figure the odds of them happening doesn't require them being dealt with.

California must be unique because "second chance" usually applies to losing tickets. Players can get receipts for their winning tickets in most states with probably the same type of numbers California uses for their second chance games.
I can't find a "CA Super Lotto Plus" promotion on the lottery website, but they are running a Fantasy 5 promotion that uses vouchers.
When you purchase $5 or more in a single Fantasy 5 transaction, you will receive a ticket code, on a separate voucher, for every $5 spent to submit into Second Chance.

I want to know why the jackpots continually only went up by $2 million each draw. It wasn't that long ago once the jackpot got to $20-$30 million, it would jump up by $3 million a draw. The jackpot should have been higher than $70 million.

For us, we have three 2nd chance games - Scratchers, Fantasy 5, and SuperLotto.
As Stack mentions, we get a voucher for Fantasy 5 2nd chance codes, so they're not draw tickets. With Scratchers, only losing tickets are accepted into the system; if you try to enter a winning ticket, you'll get a red error message saying you entered a wrong code or the ticket may be a winner (a good double check mechanism).
It's only with SuperLotto that we can enter codes for 2nd chance, irregardless if they are winners or not. The 2nd chance codes are printed on the bottom of draw tickets. That was the issue OP had, he won $10 and the retailer took back the original draw ticket along with the code. He had already entered his code, so the entry was made, but what the CA Lottery doesn't address is what happens if there is an issue with the electronic entry? He doesn't have the physical ticket and codes in his possession anymore. For Scratchers and Fantasy 5 voucher tickets, they recommend we hold on to them until after their respective draws have been completed, in the event, there are issues with the entries.
Maybe we can get codes with receipts. I don't know. I haven't asked. It's nowhere to be found on CA Lottery website.

I think we can thank Mega Millions, the addition of Powerball, and the "jackpot fatigue" phenomenon we seem to be seeing.
Sales for SuperLotto during this jackpot run was pretty flat, it didn't attract a slew of additional plays.
