  If a state wins a PB or MM drawing, sales of either game should be shut down for one year in that state. This gives anyone not in New York a fair shot at winning, and it shuts down cheats.

  That makes no logical sense!  If people win and states don't, explain why no one outside of New York can win?

  Their state lottery has to suck, I bet it's never rolled once and there are thousands of JP winners splitting the change.
