I don't think so; I looked through the calottery website FAQs and didn't see anything. There IS something mentioned on the Powerball FAQ page (about 2/3 down the page under "HOW LONG DOES IT TAKE TO GET MY MONEY?)
It takes up to two weeks to collect the cash from the stores around the nation. If you go to the lottery to claim your prize after that two weeks, then, in many states, you can generally have the jackpot money (all cash or the first of the annual payments) hit your bank account the next day - maybe the following day if you come to the lottery office very late in the day. Some lotteries must work through the state system and that can delay the payment. That said, Powerball jackpot winners genneraly (sic) don't have trouble getting a little credit if you wish to buy something before the money arrives. Just mention my name - and that you are the Powerball winner.

We discussed this in here a year or two ago. I'm not sure how much a banker would loan out, but I'd be willing to bet they would gladly loan you enough to let you do the things you needed to do* until you had the check in hand. The banker might need to go to the bank's board of directors for permission to grant you a substantial signature loan, though. I'd also be willing to bet they'd be much more agreeable to it if you promised to park a good sum of it in their bank. If you had some qualifying collateral (i.e. a car or house with enough un-mortgaged value left to cover the loan), there shouldn't be too much trouble getting some money.
*Things such as renting a motel room to "lay low" until the attention died down some or to "get outta Dodge" or otherwise "get your ducks in a row".
I can understand and sympathize with needing enough money to do those things and perhaps not having it. Personally, since I would have to travel to Austin to claim, I'd have to fly and that's 300 bucks for a RT ticket. Driving would be cheaper, but would take far too long. (for me) Then there's probably an overnight stay, cab fare to and from the airport, meals, etc. I also think most people would quit their job (probably by necessity, what with all the publicity) and they would need money to live on from then until the check cleared. That might not be the case with all, but...
Of course, a bank isn't the only place to borrow some money; there are car title loan places, but if you don't have a car, then... Pawn shops could be an option if you have anything of value. The interest is high, usually 10%/month - borrow a hundred bucks and pay back $110 after a month or $130 at the end of 90 days, usually the term before the pawned item is forfeited. Your wife might balk at letting you hock her wedding ring, but if you promised to buy her a huge diamond ring once you got the winnings PLUS get her ring out, I'm sure she'd go for it. (or your husband with all his power tools, lawnmower and fishing gear - pawn shops generally will loan money on just about anything of value. Trust me, I know. <sigh>)
You could even hit up some family member(s) for the money. I have several who would loan me some bucks and esp. if I told them I'd give them 100% interest when I repaid the loan.
