   C/C++
   For something that can utilize parallel processes then something like OpenCLparallel and CUDA should be looked at
  which I wouldn't recommend for  just learning how to program

  That should give you a fair start on assembly language. There will also be many books available at your local library. I would also recommend down loading the IA32 or 64 reference from intel its about 4000 pages long. As with anything there is a learning curve. I started in the late 70s with a Timex Sinclair 1000. Indeed technology has come a long way but most people and programmers use only a fraction of the capabilities of modern processors and chip sets.

  Some people on the Web say that:

  C or C++ or Assembly or Binary or Python, but that you might make-do with Java and or Java like languages.

  Me, I don't know, but if I was a sort of super-man maybe I would use Machine (Binary) code.

  Way back on the 80s when I had a Commodore 64, I did take a very quick look at Basic and at Assembly with Decimal and Hexadecimal numbers, but I didn't look into Binary code.

    = goal is to find the best schedule
  that manipulates a database the standards, and create an algorithm based on the data file, to predict patterns instead of digits, hitting the patterns in the positions digitios will be inside

  I would think the one you know best, once you have a program that works you can always recode in a faster language if you learn one.

  I use SQL for the back end. Most of the heavy lifting is done there. Then there's a C# win forms program that I use to pull in new data and crunch the numbers. From there, the data gets uploaded the production/website database. On the website, I use C#/MVC/SQL/LINQ/HTML/CSS/Razor/Javascript/JSON/etc. to display the data. The website doesn't do much with the data beyond displaying it. I've tried to keep the processing on the local program so the website stays fast. I've been trying to find better ways to display the data so people will find it useful but haven't gotten much feedback...

  In my opinion Assembly is the way to go as you will wind up with faster code in a smaller package with greater flexibility than any other language I have seen. Are there draw backs YES. 1) It will take approximately 50 lines of code to do anything useful where a high level language can do the same thing in 1 or 2 lines. 2) It will take alot longer to write the code because you have to tell the computer to do everything 1 op code/ byte at a time. 3) Programming your Windows 32 bit or 64 bit computer in assembler is a whole different world than programming your old Commodore 64 as the old 8 bit computer had a smaller instruction set along with smaller amounts of memory, graphic ability and everything else when compared to a modern computer. With a high level language you get a sort of generic string of op code that performs with in the rules of the syntax of the language. With assembler you get a smaller executable file most of the time that generally runs faster than a compiled high level language.  It really boils down to use. If you need to write your program quickly you may be better off with a high level language. If you find you need speed and small size, assembler may be the way to go, or you can also combine the 2 and reach a possible median. Most people I think find it easier to write and understand the code in a higher level language rather than assembly. I find it easier to deal with the lower level op codes. But these are just my thoughts on it. If I were you look at some books at the library or online about assembler and a high level language and see which language you think might be easier for you to describe exactly what you want your computer to do for you. Hope this helps.
