Yea, I am confused about that also. Maybe they were thinking that with a small annuity such as 50K a year for 20 years (the usual payout for a 1 million$ scratcher) won't get "bothered" by the press, relatives etc.
Well for me 50K a year would pay off bills and set me up for a retirement WHEN I want to. If it came out public I won, my "friends" would want me to buy drinks, since I was a "millionaire"(NO, i would be a 50 thousandaire). And no, I don't want new friends, because when they find out, they will be the same way. I could also forget a raise at work for appreciation for the hard work I do , because I am a "millionaire". I have read where the big winners would lose friends be cause of the money, at least they can afford to go elsewhere and try again.
I remember reading a few years back about a guy here in Illinois who won 10-20MIllion. He owned a body shop, he put a little in the shop for upgrades and paid his employees better. Meanwhile he would get customers that come in and when it came time to pay the bill would ask the shop owner to do it for free since he was a millionaire.
Texas is better now, but they did not go far enough.
