Is it legal to keep cash you find on the ground?

When I was a kid a guy and his son were walking down a street in Jersey City and spotted a car in a driveway with the trunk opened slightly. They checked out the car and found a satchel in the trunk containing a lot of cash (turned out to be $50,000).Knocked on the door, no answer.
So they walked to a nearby police station, told the desk sergeant the story and handed the money over. They were told to check back in a few days.
A few days later they return to the police station.
No money, no desk sergeant. "No one has seen him since a few days ago", they were told.

One time I was putting trash in the dumpster here where I live and somebody had moved and put a lot of books & stuff in the trash and I saw something sticking out at the edge of a book so I picked it up and there was money in it.
...can't remember now how much but was close to $100 so I kept it because the people had already moved and i didn't know who they were....I did feel a little guilty about it but hey they say finders keepers losers weepers don't they!...lol
I will turn it up to be heads up before I pick it up!
