The problem back then (and now) was the Democrats' penchant for creating slush funds to blow money on completely unrelated issues and pass it out to their supporters and big donors as payback. Look at Obama's Solyndra Scandal and Shovel-Ready-Jobs-Program. It's a Democrat tradition to rip people off like that.

* Cause they SHEEP.They unified against any proposal put forth by the Dems & when disaster hits their State, they show up with " hat in hand" asking for help.
