The PB spokespeople did a terrible job of explaining especially by simply calling it because of "Security Protocol". They should explain how Minnesota not counting being able to count their sales effected the drawing. Makes more sense the problem was terminals were still selling tickets after the cut-off and they held up the drawing so they could make sure.
