I think I'll take a trip to Vegas. Oh, but first I need to win the lottery. ;-)

Best bets? Positive expectations and long-term rates of return can be achieved IF you know how to play:

Blackjack (21)
Baccarat
Video Poker
Sports Betting

But a caveat - for instance, in blackjack, card counting isn't illegal, but is frowned upon by the casinos, and they take the rights of refusal of service seriously in Las Vegas. Should you win (what they, and they alone, consider) too big, you will be asked to leave and not return to that game. All those glitzy, billion-dollar casinos and hotels weren't built on gamblers' winnings.
