MegaMillions Game change?

I was talking with my uncle about Megamillions and we thought it would be a good idea if they changed the game a little bit. Tell me what you think.
If there was a maximum pool amount, for argument's sake let's say $100M. If nobody wins that pool of money, the extra money would go into a secondary pool and Megamillions would draw a second ball. It could be either a white ball or a megaball, but if there were a winner on the second ball, they would only get the amount of money above the primary pool amount. That would still have to be won by "natural" means on the first draw.
Would it be more advantageous for a game like this to have more winners or a bigger pool of money?
Would they (megamillions) charge an extra $1 for the extra ball play?
Let me know if you can think of anything else that would enhance the game. I know there is a petition on LP to get a multiplier. I think that's a great idea.
