In a 1928 Chaplin movie called "Circus", there is a scene in the movie where it looks like a woman/man is seen walking down the street seemingly talking on a cell phone. Even if it was a walkie talkie, the atenna would have been tall and visible. Very strange piece of film.

It could easily be some kind of "put-on" - especially if he/she works in movies. If it truly is an OLD man/woman, they could be talking to themselves or to a loved one that passed away. They could be holding anything.
It could be a put-on, but my personal belief is that her mannerisms reflect a person speaking on a phone, especially at the very end when she pauses as if she was interrupted by the person on the other end and stops to listen more carefully, and then just before she fades away, you can see that she is responding to whatever the person on the other end was saying.
It could be anything as you say, but it's just weird how her mannerisms so greatly reflect people we see everyday on the streets talking on their phones. And to fake something like that is hard because if it was just a coincidence, it was a very good one. No one could anticipate that kind of mannerisms of something that wasn't even invented yet.
Sexism, sure...go ahead and sue me!
