Rhode Island Lottery: Mother Sues Rhode Island Lottery for Child Support Funds
A Cranston, Rhode Island mother who is owed approximately $40,000 in child support is suing the state Lottery Commission because prize money wasn't withheld when the father of her son cashed in. Paula Duffy originally filed suit against Lincoln Park, a Rhode Island slot machine and racetrack facility, claiming the gambling venue should have withheld money when Frank Bianco won several thousand dollars on more than one occasion. Lincoln Park said it was never told to withhold such payments. Duffy has since amended her lawsuit to name both Lincoln Park and the Lottery Commission as defendants. The Providence Journal reports that the Lottery Commission, which licenses Lincoln Park, was served with legal papers yesterday.

Looks like it's gonna be payday for that single mom. Somebody slipped up and she should get that money with interest. I'll bet the track made sure his federal tax was noted.

I hope she wins. They should have withheld that money..If he had won the lottery..they would have withheld it.u can be that!~ It takes Everyone's input to HIT the number..all are equally important.

Well, how much did he lose? That is the big consideration here. This lawsuit shouldnt go anywhere until such time as it is determined he actually came out ahead. I bet he lost more than he won.

I have seen and heard about guys at lottery headquarters cashing in large winning tickets and walking out with nothing in their pockets. Also if you owe more than you win you might be escourted out of lottery headquarters in handcuffs by the police. One guy near me gave his winning ticket to a buddy to cash for him because he didn't want to have to pay child support. So the guy cashed his ticket for him and the guy owed back taxes guess what neither guy got a dime. His buddy got some of his taxes paid and he didn't even buy a lottery ticket. My friend who witnessed this said that once they got outside lottery headquarters they started fighting over the loss of the money and both were arrested. Cracked me up. Don't give your big money winning tickets to anybody to cash for you!

He should want to pay , it's about being a real man and taking care of our own,she should not have to sue no matter how he feels about her that is his child.Why is he 40,000 dollars behind any way.BE A MAN, BE RESPONSIBLE

I didn't want to bring this up but I am. I think if there's going to be a divorce and child support payments are going to have to be allotted that there should be a paternity test to make sure your not going to have to pay child support for a child that quite possibly may not be yours. That is of course unless you want to pay for a child that is not your own. I have seen and heard of a lot of men who got divorced and paid out only to find out years later that the child they were paying support to wasn't even theirs. Maybe this story is one of those type situations. When couples who have decided to get divorced a law should be in place to check for paternity.
