Powerball

Includes video report

By Todd Northrop

TALLAHASSEE, Fla. — At a press conference today, the Florida Lottery announced that the $590.5 million jackpot from the Powerball drawing held on May 18 was claimed by Gloria C. MacKenzie, 84, of Zephyrhills, Florida.

MacKenzie chose to receive her winnings in a one-time, lump-sum payment in the amount of $370,896,780.84.

She did not speak to a crowd of reporters outside lottery headquarters, leaving quickly in a silver Ford Focus with her son, Scott Mackenzie, and family friends. She was accompanied by two attorneys, who left in a separate car.

"We are all about making dreams come true here at the Florida Lottery, and this has been a time of great excitement for Ms. MacKenzie, the Zephyrhills community and the state of Florida," said Florida Lottery Secretary Cynthia O'Connell. "We're thrilled that a Florida resident has won this jackpot, and we wish her every happiness with her new fortune."

The jackpot-winning Powerball Quick Pick ticket was purchased at Publix, located at 7838 Gall Boulevard in Zephyrhills. The Florida Lottery retailer received a bonus incentive of $85,000 on Monday, May 20.

This series of jackpot rollovers generated more than $125 million in sales for the Florida Lottery, resulting in more than $50 million for Florida's Educational Enhancement Trust Fund (EETF).

Ms. MacKenzie provided the following statement to the Florida Lottery:

"Prior to the Lottery drawing, she and her son Scott had an agreement to split any proceeds with each other.

We bought the winning ticket as a single ticket even though we bought four other tickets before the drawing. While in line at Publix, another lottery player was kind enough to let me go ahead of them in line to purchase the winning Quick Pick ticket.

We are grateful for this blessing of winning the Florida Lottery Powerball jackpot and appreciate the interest of the public, state of Florida and the Lottery. We hope that everyone will give us an opportunity to maintain our privacy for our family's benefit. If you have any inquiries or questions, you may contact our representatives at the law firm of Brant, Abraham, Reiter, McCormick and Johnson or the financial planning firm of Madden Advisory Services, both of Jacksonville, Florida."

The Florida Lottery had scheduled this afternoon's news conference in Tallahassee, promising "big news" about the Powerball winner, after the winner stolled into Lottery headquarters around noon Wednesday.

MacKenzie opted to bypass the entire $590.5 million in 30 annual payments, and instead claimed the one-time lump sum option of $370 million, said Megan Dougherty, a spokesman for the Florida Lottery.

"They just walked right through the door," Dougherty said. "They didn't give anyone a heads-up. We were just as shocked as anyone else. They went up to our front desk to check in to see what they needed to do."

Dougherty said she had 60 days from the date of the drawing to claim a lump-sum prize. She could have waited until mid November to claim annual cash payments.

Despite her request for privacy, MacKenzie's name was revealed at the news conference because under state law, the winner cannot remain anonymous.

Lottery spokesman David Bishop said Mackenzie, her lawyers and financial adviser were very prepared when they arrived, spending about two hours going through the necessary paperwork.

"They had clearly been preparing for this. They took all this time to get everything in order," Bishop said.

Minutes after the announcement, a dozen reporters in Zephyrhills were camped outside Mackenzie's modest grey duplex, which backs up to a dirt alley and is across from a cow pasture.

Neighbors were surprised and said Mackenzie never mentioned her big win.

"She didn't say anything about it. She's so quiet and secluded. She's usually in the house," said neighbor James Hill. "I'm very happy for her. It couldn't have happened to a nicer person. She was always pleasant and smiling."

Another neighbor, Don Cecil, joked "I hope she gets a better place to live."

Mackenzie's neighbors offered few details about her life, including how long she'd lived there and whether she was married. They said she mostly kept to herself, but they saw her take short walks along the street and exchanged pleasantries with her.

Mackenzie's house, which was situated among mostly mobile home and pre-fabricated houses, had a chain link fence with grey shutters, a tin sheet roof and an old TV antenna.

Exactly.  In fact, if the person did not let her pass them in line, there may have been no jackpot winner at all, because the combination on her ticket probably would not have been generated.  Most random number generators are seeded from the current time in milleseconds.

More likely they have ties in Jax since both legal and financial companies are here.

They picked a good financial planning company. Madden Advisory Services here in Jax hosts a Saturday morning radio show called "Smart Money". I always try to catch that program and they actually offer great financial planning and investment advice...

I can understand needing advice between cash or 30 year payments (not if I was 85), but what did the lawyers do?

We really need to hit a jackpot so we can find out why it's necessary to have one two lawyers present to validate a ticket.

who cares if they are camped at her house? If she's smart, which I feel she is, she's most likely packed up and never going back there again. That's most likely why it took her two weeks to claim, she was moving her stuff out of there.

Man, I'm sure that person is mad.

He or she is not mad, he or she is sick! Very ill. He/She probably isn't even eating. Now, if that person is rich then it doesn't matter, but if that person is poor then it's terrible, horrible news. The person is probably going to be bitter for the rest of his life like a family friend who didn't play her MM numbers years ago and on that night the numbers came out. A man my mother knew back in New Orleans also didn't play his PB numbers on the night they came out. On "Inside Edition" a woman played her numbers on Wednesday, but not on Saturday when the winnings numbers for the 590 mill came out. She would've been the second winner. These folks have worse luck than me. I cannot win anything beyond 100 dollars, but I never was close to winning millions. NEVER EVER.

My stepdad said the winner was probably going to be Tweety bird's grandmother.

Yea, LOL, sometimes when I buy QP's I tell the cashier "don't press the button till I count to 3"

Not sure what you mean by "seeded"

Can you elaborate ?

All common random number generators are nothing but a complicated mathematical formula that appears to generate random numbers, but since it's a formula, it's really generating a long pattern of numbers that eventually repeats.  That's why they are also called psuedo-random number generators — because they are not truly random.

The term "seed" refers to the starting number the formula uses to generate the random numbers.  By using the computer's internal timeclock, which counts in milliseconds, it ensures that each time the RNG is run, it will use a different starting point in the formula, which helps to minimize the patterns in the numbers generated.

These kinds of RNGs are found is just about every programming language and in many consumer software packages, such as Microsoft Excel.  They are good for generating random numbers very quickly, and when properly seeded, will generate a fairly random sequence of numbers.

The local news just had a segment about the son who lives here in Jax on the 10PM news. They had a live remote at the house and it looked like they were not the only news crew there. The house, modest and small, now has a cardboard "No Tresspassing" sign taped near the front door. The report indicated earlier that the lady who won would be staying with her son for a while. Neither was there and a family representative staying at the house had no comment (a wise move).

I'd like to know why the Florida lottery felt compelled to notify the media before they even finished the paperwork.

The story says they walked right in without calling ahead and obviously had been working on getting everything they needed because they were organized and had everything to complete the paperwork.

So they walked out a couple hours later and were bombarded by media?  The lottery had to have called them.  Seems they could have waited till after the final T was crossed and the poor woman had left to annouce her name.

But I digress...inititally, taxes of 25% are withheld...$94,724,195,21 :(

And on April 15, 2014...additional taxes of $55,318,930.00 will be due :(

So in the end, Gloria and her family will actually recieve a grand total of $228,853,655.63 :) Hurray!

All in all...federal taxes are $150,043,125.21 :(

But, I doubt Gloria and her family will complain.

Of course...with any charitable donations, her tax burden would decrease!

Also, of the $55million + due next year, she could still earn monies Hyper off of that 'till the time comes to write that massive check.

I know her attorney and financial advisors will be happy to do that for her :)

One other note...of the massive $150million + in taxes that will be going to the federal govenment, Gloria's taxes will only fund about 34 minutes of total spending :(

A pretty sleazy move on the part of the Florida lottery. They couldn't get her to attend the optional press conference, so they told the media what day she would be at the lottery office to fill out paper work, so the media can snap photos of her on the way to her car.

I can see other state lotteries doing this same tactic. If you ever win big and they tell you to come to the office to fill out paper work, be sure to bring a ski mask for the long walk back to your car.

This was probably the Florida Lottery's attempt at more publicity.  They had not even left the offices, and there was a lot of media already.  That isn't cool. For the current winner from Florida and the big winner last August from Michigan it was very easy to find their street address and view of their current home using free popular web sites. Do you think one of the State Lottery officials and/or the hired attorneys would think of this simple practical free limit on their privacy? It is safe to say the lotteries want to exploit the news conferences for free publicity. They are certainly willing to have people say whatever is on their minds if it brings free publicity, sell more ticket sales and provide bonuses to State Lottery officials. They are not in the protection of  the winners privacy !!!

You could not be more wrong. She had no choice in the matter.

Except for 5 states (and Florida isn't one of them), you cannot anonymously claim your winnings.

If you want to get the money, you have to allow them to release your name.

In some  states they even require you to give a press conference. Luckily Florida  doesn't go that far. But her identity still has to be disclosed.

She did everything in her power to be as anonymous as she could. She's staying somewhere other than her home, she brought her lawyer with her. She declined to give a press conference and then declined to say anything to the reporters before hightailing it to her car and getting out of there as quickly as possible. Nothing about that is lazy. It was thought out, planned and executed well.

I really wish you people wouldn't make these comments without knowing what the legal requirements are. It's even on the website. So by all means, if you believe she had a choice in the matter, please provide us with the proof that a winner can forgo the publicizing of their name in the state of Florida and still get the money.

that's the issue, u and everyone who thinks like u, make up the majority

so ofc in your world u live in, winners have to be public

but its Not true. just not true man

this winner can sure run and hide along with family, so am sure if they have a smart head on them, they be fine in long run

but i know legal world, i enjoy reading about topics such as legal abuse of laws topic's /loopholes etc both in books and news stories

for instant, Silent Trust Funds allow people to get federal/state aid,  all with boldface legal lie of they need the money

sense they don't "know" how much they will ever get a month or whenever form the trust etc, its alright to take  Financial Aid

no laws are being broken, its in your face loophole . courts can't do jack to stop these people form getting Aid or recover the money

i fear the day one of these leech's win the lottery and have brains to abuse that little loophole, lucky none of them are that SMART yet

these "public record laws" are a joke, and so are lotteries trying to force people to be public

middleman strategies can take care of any lottery deadset on public winners

nonething is stoping me form createing some type of corporations/trust whatever, and having a type of fake winner be the face.

your going to want proof so fine, https://www.lotterypost.com/news/239509

that link is about 3 man work serving weathy people money/  they setup a trust,   they had to go public, due to so called record laws of that state

freedom act was done on trust in that state, so media/anyone could get trust papers and see who the "winners are" so they just put the 3 names out there to media in first place

not a issue, these 3 was not only people on trust who claimed it

the 4th member was a other trust, with only god knows who on it,  with wording saying all money goes to this 4th trust atfer small time has passed

aka the 3 money managers are freaking middleman, and are the public "winners"

the media ,nor the lottery it self , didn't get 2nd trust papers ,  so no freedom of information request can get it

lottery was so scared of fact anyone could be on that 2nd trust, they requested and got 3 fakers to swear no laws are being broken

In the affidavit signed on Nov. 29, the winners say they are the only lifetime beneficiaries of a trust set up for the money.

"This affidavit is made to the Connecticut Lottery Corporation with the understanding that is it is relying thereon in determining that no ineligible person, as defined under all applicable law, rules and/or regulations, is a lifetime beneficiary of principal or income of said Trust," it reads.

in short, all they swear to was , someone  who was not allowed to claim a jackpot was not among the winners

aka think lottery employees

lottery was that scared of how will hidden these real winners are they wanted a freaking affidavit , just to cover there own butts  , saying will they "sweared" to us it was legit and on up and up , if it ever came out a lottry employee or someone won,   they can't be blamed etc

also to any state that has balls to say a trust can't claim, watch a corporation claim

if winner has balls to hire lawfirm in corporation laws, watch it get claimed, the courts and federal laws are clear on this

corporations are in fact people in united states, they can own anything just like U or I can, even lottery tickets

i don't care what rules of any state lottery are, the surpme court  and federal laws that over state laws have already spoken

trust is easy option, but i know for a fact a corporation can claim any lottery jackpot they wish,  how much of fight states put up is debateable, sense i don't know ever state inside and out, but i know they lose in courts to any corporation, sense they are in fact PEOPLE to law eye

a lottery can say only people can claim, will corporations are people, deal with it buddy

also  a corporation can be owned by anyone, god only knows who

just look at insane amount of corporations in delaware, my god its like black hole of who owns what

i can hide my ownership insane these corporations, no one has to ever know who any lottery winner is ever

okay irs will know, they don't play by any rules and will find u, but  avoiding taxes is not my goal, avoiding the media and public finding out is

u and everyone on this forum for all i care can tell me some states u can't hide your name, i know better

This is another reason I believe you should always get your ducks in a row before claiming. And always find a place to lay low for a while until the frenzy wears down.

Looks like she was smart enough to do that. So good for her.

"This is another reason I believe you should always get your ducks in a row before claiming."

It should say "I believe I should" because lining ducks in row depends on the individual circumstances of each individual jackpot winner.

I can see why Rdgrnr cringes every time he reads "ducks in a row".

She and her son had a verbal agreement to split any winnings before the drawing. Didn't you notice the lawyer present was from where the son lived?

There was just an article about a local company who provides financial and law services to people worth 20 - 500 million.  Much more than 500 million, and I guess you should have your own team.  Anyway, they said they charge around 1% for the smaller portfolios, less for the larger ones.

Thanks, I'm really not interested in reading War & Peace. What I do know is I'm not taking legal advice from someone who isn't a lawyer and who has some kind of virulent hatred towards English grammar.

Plus, what I also know is that a lottery winner tried doing this little scheme already (do you really think that you can come up with a scenario that the IRS hasn't already considered)? A legal entity was created as a way to bypass the gift tax, the IRS came down on her like a ton of bricks. Plus, not only did she have to fork over the gift tax amount, they levied on her additional fees and penalties.

So good luck to you.

The IRS has already publicly stated that they red flag the tax returns of all JP winners. Try your trick and go ahead believing after they scour your financial data with a fine tooth comb, you'll actually get away with it.

"They just walked right through the door," Dougherty said. "They didn't give anyone a heads-up. We were just as shocked as anyone else. They went up to our front desk to check in to see what they needed to do."

They didn't give the lottery folks a chance to spring the media on them when they arrived. The winner & her entourage show up at the counter, fill out their paperwork and leave. That's as minimal as you can get it if you can't claim anonymous.

Oh, I read it alright. I didn't say I never read it, I said I'm not interested in reading your longwinded lunacy.

You don't have a loophole, you have a scheme, a scheme with which you cannot win with. It's just a nonsensical headache.

You are making nothing but a bunch of inane ramblings of something you BELIEVE  will actually work when it won't. And for someone with no legal training, no financial advisor training, you think just because you say it then it must be true. NEWSFLAsH...it isn't. And the woman who tried to do this, lost her case and she had to pay, and pay big.

So, like I said, go ahead and hold on to your delusions. I'll be back here laughing when they take your money. You believe you are smarter than the actual lawyers, the laws of the IRS and the state, and the lawyers for the lottery, by all means, keep your beliefs and do it.

You think that just because you keep going on and on and on and on, that it makes what you say more believable. It  doesn't. You are adamantly claiming a scheme will work when it's already been tried and lost. So there's nothing more you can say. You can pound your chest and keep insisting you are right, don't pay the taxes levied on you when you do try it and just land your butt in jail. That's fine with me too.

But at least try to get it through your head that you are not original. What you're claiming isn't some epiphany of great genius. It's been done and it failed. The End. There's nothing more straghtforward than that.

Here's the thing, if I'm going to be that loaded, then forget about theater make up. I want one of those Mission Impossible masks with the different voice and everything. And I'd pick some famous actress to look like.

If the reporters want to go through all the trouble of finding a real pic of me somewhere then whatever. But by the time they do, I'll be on a beach in Tahiti where no one would know anyway. By the time I'm back in the states, they'd have moved on to some newer winner and not be bothering with me.

After taxes, MacKenzie would get about 224 million dollars which is about 38% of the 590.5 million dollars annuity prize.
